I'm sorry to appear thick but I don't understand the Mobility scheme.
I guess that to put it bluntly can you get a new car on it and, if so, why don't you?
I sort of got the impression that you couldn't raise the deposit but could be entirely wrong.
If that's the case pressurising the insurance company for the payout, threatening then with the Ombudsman etc., might bear dividends, especially if you say its preventing you from getting a mobility car.

I've got some ZX seats that would almost certainly fit. You may have to change runners but they should be interchangeable. You can have them.
