I would be considering manifold depression and the cutting out is due to the inlet being unable to deal with a sudden change in vacuum. So it idles happily at a higher road speed? Apologies if you've mentioned this already. Yes, it idled down in neutral fine until whatever the speed before stationary (10-20mph) was. I think if anything it's returning to idle too lean/weak if anything, as pulling the choke out slightly stops it from...

It'll stall from speed regardless of what you do with it, engine braking or no engine braking.
