Got to be a ram air issue then, try changing the direction the filler inlet is pointing in. Maybe rig up an inlet pipe from an area of still air? What direction does that filter point in? Will it rotate to a different one? If you cane it up the road in second and hold it at high revs then come to a halt does it also stall, or does it need to be going over a certain speed? It needs to be going over a certain speed. I think the rev might be on to something there as the linkage looks pretty sound and the carb is very basic so wouldn't of had a damper. The fact it did it with the old carb maybe rules it out.
