The problem is there isn't a tap on the tank so removing the vacuum thing will mean the tank will empty.

Suck on the vacuum pipe & fuel should flow? There should be a pipe that connects to the carb or intake that isn't the fuel delivery pipe, that'll be the one.
It won't take much of a vacuum to open it.

Post pictures of the pipe arrangements going from the tank to the carb, we can make sure you suck the one that will give you a gob full of petrol.

I would say that red is the vacuum hose and black feeds the petrol into the carb.
Check for splits or lose connections, the zip ties aren't really the correct thing

I put them on as they were just pushed on!
I blew through the feed to the carb and the float valve works spot on. I reckon the problem lies with that vacuum bit under the tank.

I wonder if you could just fit a tap to it instead.

I've only lost one to liquid damage. Never motorcycling.
