A mate's got a 54 plate Shogun on 18s, it's as harsh as my Disco 2.

Maybe it's something like a heat soak issue, there needs to be a certain minimum volume of rubber to absorb the heat generated without causing them to fail?

Probably to limit brake sizes as much as anything.

Mind you I think I recall the wheel size rules were done to ban the Tyrrell six wheeler?

That 6 wheeler is the one car that everybody with even the vaguest interest in F1 at the time remembers.

Gordon Murray is using a fan in his McClaren F1 successor, due out next year I think.
