I think the traffic cop told me that the highway code isn't legally binding and is mostly advisory. Would that be right?

The Code covers items which are legislative as well as general driving etiquette and behaviour in certain situations. It is these advisory elements that are not legally binding simply by their inclusion in the Code. Only those directions which are in the Road Traffic Act or similar are prosecutable.

One is indicating when joining from a slip road. You won't get prosecuted for not doing it, it just makes you look like an ignorant prick.

I thought if it was MUST then it's in the RTA. If should then it's advisable.

Well in my copy it says you MUST switch engine off when getting out of your car, so can you be done if you dont?
