It's definitely not legal to not have open wheels on a car as late as this Pop, indeed I would think that a car would have to be very old indeed for it to be legal. If it was raining there would be enormous rooster tails of water being flung up potentially blinding the drivers of other vehicles along with the driver of the Pop. That said it's a law that seems to be widely ignored by the hot rod community and others in the old car world. I do like rods and the no wheels arches look but some people take the piss. Oh and the wheel mismatch on this is bloody awful.
