Auctions near me (Wymondham in Norfolk, so fucking miles from Merseyside) get a steady stream of ex-fleet Insignias going through direct from Anglian Water, Connells estate agents and a few other places.

Tend to be pretty cheap at the moment (typically 2 to 3k for a 2015-17 one) and normally get bought by the local taxi firms. Might be one worth considering if you were thinking of getting one outright (even with the ball ache of collecting/getting it plated.)

Turbo is at the top and surprisingly easy to get to. Doing the job properly will mean dropping the sump and making sure the feed pipe is clean.

I'd guess it won't be cheap either way but I'd also be wanting to investigate the feed pipe as you mentioned as well as an oil change on the engine for peace of mind

What's whoever you are renting it from said about it? Have they got anything else plated you can have?

You could just pull the feed pipe off whilst running and see if there's a good flow of oil

Whining and bearing I'd have said will be same thing. Turbo bearing failure and in that case an oil change and feed pipe would be a good idea too.

I wouldn't bother with a cheap Chinese turbo as it won't last long. Also always replace the feed pipe, clean the drain and intercooler. To do the job properly drop the sump as well and clean the oil strainer. Not cheap and without looking up exact parts prices I would expect around a grand with the VAT. It is probably worth doing as long as it doesn't start running away on it's oil and causing more damage.
