I assumed that it was some sort of variation on manky, as in dirty, disgusting etc..
It's not a Northern phrase to the best of my knowledge.

No, just dirty smelling. Like dog, or god knows what all mixed together. Just drove past the valet place. It looks like a different car. Fuck knows when it was last washed.

Fuck me what a transformation! The interior is gleaming too. All nasty smells have gone. The roof looks brand new.
