How the bloody hell can that poor sod slogging up the hill be at fault? It is a steep gradient, I live near there and it can be a struggle in a car. There is no minimum speed for motorways and if the weather conditions were awful, and they generally are on the Pennines, traffic should be travelling more cautiously anyway.
