Where?
Single white at the side of the road shows the edge of the carriageway.
In the centre of the road a single white line means you can't cross it, double means the other side can't cross it either.
Yellow, it's a parking restriction.

Without googling or consulting my Highway Code and bearing in mind I passed my test 44 years ago....
Single white kerbside line - parking legal but "discouraged"
Single yellow kerbside line -parking restricted, consult signs for details (which should be at regular intervals along lined stretch)
Double yellow kerbside line - no parking
Red kerbside lines - tow-away no parking zone.
All kerbside parking is restricted where there is a solid white line in the middle of the road.

So I'm still seeing no reason for towing a car that was parked, badly parked, but still parked where it appears legal. Anyone know if it's a clearway?

If the car was road legal which they don't say then he could park it but is the solid withe line the edge of the road and the area between it and the grass a cycle lane ? If so fair cop for blocking the cycle cunt lane. I suspect it didn't have any paperwork hence them deciding it was abandoned.
