I had to smile at that woman in the Evoke getting nabbed and stupidly thinking she could get away with it by going faster than the cop's Tractor Unit as if they wouldn't have thought of that. I hope she gets plenty of points and decent size fine.

You'd think a transhit could carry a tonne of gravel. The LWB Cabby the crazy ex-Mrs Hooli had was rated at 1tonne payload & it's a lot smaller.

I would have thought so. If it's a 3.5 tonne gvw vehicle, (which the tweet says it is) and it's not loaded with loads of other stuff too (which it doesn't appear to be) then I can't see that being overweight. An unladen transit doesn't weigh 2.5 tonnes.
My old 3.5 tonne GVW C25 had a load capacity of 1800kg. A tonne bag was nothing to it.

It's a "tonne gravel bag". It could have more, it could have less. It's a FWD, SWB, low roof, Transhit Mk7. It could carry less than a tonne, up to a max of 1560kg - the max gross on those is 3300kg, not the full 3500kg.
Ply lining, other crap, roof rack, shit on roof rack, lard-arse driver, diesel and Gregg's is all going to reduce the nominal payload.
