I believe he's trying to say, replace the ECU with one where you've previously disabled the immobiliser functionality.
I used to leave mine unlocked. Didn't work when the scrotes wanted the posh stereo out of my Renault 25 (the fancy thing that took up the entire centre console) I had a load of broken glass, no stereo (or cassettes for that matter) and my clothes that I'd left in the back dumped in someone's hedge.
Broken glass gets everywhere!
Immo off = immobiliser switched off in the ECU firmware
