The car in the picture is indeed based on an Innocenti IM3.
Innocenti built their version of the 1100, the IM3, with the 55hp variant of the 1098 BMC A-series engine.
This particular example though was specially built for HRH The Duke of Edinburgh's 1965 visit to the factory in Milan during "British Week" (La Settimana Britannica a Milano) held 9th - 17th October that year.

Innocenti commissioned Boneschi to convert an IM3 into a compact but spacious limousine.

How much longer was the wheelbase?
It wasn't any longer! They moved the rear seat back about 25cms doing away with the parcel shelf and shrinking the boot. I think the fuel filler flap on the left rear wing is to nowhere as the filler pipe has been relocated into boot.
The Italians love their revvy and gutsy for their capacity engines so why would they entertain a turgid A Series that likes to be lobbed in fourth gear at 20mph?
