I suspect that there was a loose wire left after the alarm installation and over time it's dropped down and now has been trapped by the heater levers, maybe after being dislodged by the loose speedo cable. It's like a rat's nest down there so I'll have to put my thinking head on.
In reply to Hooli I've always believed heaters are supposed to generate heat not emit smoke from the dashboard. Is it a Supercharged Jag feature?

I had a Disco that was earthing through the handbrake cable once, lots of smoke out of the centre console. It melted the outer which jammed the cable too.
